Code of conduct for election observation

The Rules for Elections Observation and Code of Conduct of Observers (Amendment) 2009
In exercise of the powers conferred upon it under section 112 of the National Elections Act 2008, the National Elections Commission hereby makes the following Rules :-

Title and Commencement
1. These Rules shall be cited as “The Rules for Elections Observation and Code of Conduct of Observers (Amendment) 2009, and shall come in force from the date of signature.

Amendment
2. The Rules for Elections Observation and Code of Conduct of Observers 2009, shall be amended as follows :
(a) In rule 25 :
(i) Sub-rule (c) shall be repealed;
(ii) Sub-rules (d)(e) and (f) shall be re-numbered to read (c) (d) and (e) respectively,
(b) In rule 27 :
Sub-rule (e) shall be repealed and substituted by the following new sub-rule :
“(e) the accredited observers shall submit their observations to the head of the team and the electoral observation teams or other observers may issue a general official report on such observations and the national and international observers may submit copies of their reports to the Commission.
(c) In rule 28 :
Sub-rule (h) shall be repealed and substituted by the following new sub-rule :
(h) to abide strictly by the provisions of these rules in the performance of his duties and shall also abide by the directives issued by the Commission.

This is to certify that the National Elections Commission passed the Rules for Elections Observation and Code of Conduct of Observers (Amendment) 2009, in its meeting No. 38 convened on the twenty sixth day of the month of Shawal 1430 A.H. being the fifteenth day of October 2009.
